New York Times says, “Bush Bypassing Senate”

Why is it that the New York times makes Bush’s recess appointment of Bolton sound like his own version of “Screw you guys, I’m going home!”?

U.S. Constitution, Article II, Section 2, Clause 3:

The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.

And how can it be that he’s “bypassing the Senate” when the appointment is only temporary until the Senate re-convenes? Well, if “bypassing the Senate” means “following the Constitution” then he’s well within his rights as President. I am wondering if the NY Times just missed researching this issue, or if they just try to ignore the Constitution when it doesn’t match their view of reality.
